"The death penalty is the most inhuman and savage punishment. It constitutes the violation of the most fundamental of human rights – the right to life. This is why I believe that abolishing the death penalty must be one of the European Union’s priorities in order to foster democracy and human rights worldwide. In Europe, the ban on the death penalty has a strong footing, since it is guaranteed under Protocols 6 and 13 of the European Convention on Human Rights. The European Union is completely opposed to application of the death penalty, regardless of the circumstances. The actions of the EU in this field form the chief priority of its external human rights policy. The EU has consistently called for abolition of this penalty all over the world, and this is why, to the greatest extent possible, it provides financial support for civil society organisations acting to abolish the death penalty. Since 1994, within the framework of the European Instrument for Democracy and Human Rights, over EUR 15 million have been allocated in support of this type of project."@en1
