"Mr President, my fellow member, Mrs Mathieu, suggested in her report that, for the time being, we refuse to grant discharge to the European Police College in respect of the implementation of its budget for the financial year 2008. Naturally, my group, the delegation of the Dutch Freedom Party (PVV), thought that that approach was quite right. To be precise, the dossier on the Police College reads from beginning to end like a Hercule Poirot whodunit. Poor management, an accounting system vulnerable to fraud, many financial irregularities and, in particular, ‘creative’ budgetary spending, unauthorised use of funds, and the list goes on. In fact, the situation was so bad that, in the end, OLAF, the European Anti-Fraud Office, was forced to step in. It is a positive thing that an investigation is under way and that action is being taken against fraud. However, would it not have been better if we had prevented the fraud right from the start? How could this have been allowed to happen? Why were the controls in place so obviously inadequate? Again, we have a situation where our citizens can only look on and shake their heads. On behalf of Dutch citizens, we explicitly request that you put an end to this entire European police puppet show as soon as possible and simply leave real police work to the Hercule Poirots of individual Member States."@en1
