"The cohesion policy is vital to the European integration process. We need a uniform EU-level regional policy which will bring about sustainable growth, job creation and modernisation across the whole European Union. We will successfully achieve our objectives only through viable synergy between all the European policies and by means of suitable budgetary instruments. The regional aspect must be fully considered as part of the proposed EU budget review and in the future financial framework. The cohesion policy after 2013 will need to provide an easy, transparent transition, based on a suitable quantifiable assessment of past experience and a proper evaluation of the specific economic and social features of the regions involved, thereby also ensuring tangible progress for them. GDP must remain the main criterion for determining eligibility for assistance under the regional policy. However, other indicators must also be accepted after carrying out an extensive evaluation proving their viability. The principle of subsidiarity, multi-level governance, strategic planning and simplified implementation of the regional policy must be linked effectively in order to achieve an ideal balance between quality, performance and financial control."@en1
