"By voting today, Thursday, 7 October 2010 on a resolution, the European Parliament is demanding that the Commission give thought to significantly improving cohesion policy instruments. Thanks to the Treaty of Lisbon, cohesion is no longer just economic and social; it is also territorial. Regional policy is one of the spearheads of European integration. It is the second heading in the Union’s budget, after the common agricultural policy. Europe needs to adopt an integrated strategy for the development of its regions. The development of cross-border transport links is one of the major challenges of this policy. One of the priorities in this area is the route across the Pyrenees between France and Spain, which specifically concerns the European constituency of the South West. At the moment, the road and rail links do not meet expectations. Some regions, although linked from a socio-economic point of view, do not today enjoy adequate means of communication. The various projects that the Commission is due to carry forward in this geographical area will be carried out in the medium and long terms. They therefore deserve to be included in the discussion on cohesion policy after 2013."@en1
