"Cohesion policies are not just another instrument of European integration but can be seen as a real embodiment and dynamic proof of the European project itself, in the sense of a community of citizens sharing values of social justice and solidarity. In this context, we can understand the insistence that cohesion policies should be targeted at all the regions and that the eligibility criteria should be expanded beyond the current focus on per capita gross domestic product in order to make them fairer. Nonetheless, we must never lose sight of the primary and ultimate purpose of the cohesion policies, which is to achieve an equal standard of living for all Europeans, and that always means paying special attention to the poorest regions, such as some of the outermost regions, which effectively need measures specific to them."@en1
