"Mr President, Commissioner, there is no doubt the Structural Funds have been one of the most effective instruments for giving shape to European policies and, above all, for ensuring the solidity of the European economy. That is why I believe it is very important not only to reconfirm them, but also to give thought to their effectiveness by introducing some sort of flexibility between one fund and another. I refer primarily to the European Social Fund, which is crucial today in order to guarantee the quality of future jobs in this part of the world. It is certainly important to stimulate recovery and growth, but it is necessary to focus on competitive models that incorporate both the quality of what is produced through knowledge and the quality of how it is produced. Quality jobs are very important for people’s dignity, as well as for their profit-making capacity. I believe the European Social Fund needs specific and simple rules. Simplicity is not the enemy of effectiveness and quality, and if there are strict controls, it is even less likely to lead to actions that break the rules. I believe that simplification and greater control should be tightly linked. That way, we can truly equip the Europe 2020 strategy with instruments that have proven to be effective, but which have also demonstrated the need for certain updates."@en1
