"The death penalty is outlawed in the Member States of the Council of Europe and hence, in all 27 EU Member States, but it is still routine practice in many countries in the world. The sad thing is that in many cases, the death sentence is handed down not for common criminal offences but for the consistent, courageous expression of political or religious views or for infringements of cultural customs. Europe has come to recognise that it cannot enact laws that permit ending a human life by violent means. The time has come for it to firmly assert this wise recognition and extend it to those countries around the world that do not think this way at present. Cultural diversity and different world views are a source of enrichment for human civilisation, and no law can justify the practice of the death penalty."@en1
