"The European Neighbourhood and Partnership Instrument, including its cross-border cooperation programme, is a very important Community initiative combining features of international and inter-regional cooperation. It deserves our continued support as it allows regions situated near the outermost borders of the European Union to draw closer. A prerequisite for this, however, is that the instrument’s procedures are streamlined, and that clear, intelligible rules for its functioning are set out.
It is a good thing that the majority of resources provided within the framework of the instrument are earmarked for cooperation with countries within Europe, that is, Ukraine and Belarus. In this context, we should exert further pressure on the Belarus authorities so that they finally take note of the citizens who are calling for pluralism and democracy. Positive signals from the regime concerning a readiness to implement reforms would allow the full exploitation of the EUR 228 million provided within the framework of the agreement, and would also permit Belarus to participate fully in all aspects of cooperation within the framework of the Eastern Partnership. However, should Mr Lukashenko’s regime not be ready for cooperation, we should consider the transfer of these resources to regional cooperation with Ukraine."@en1
