"The main purpose of this proposal for a regulation is to improve the safety of biocidal products used and placed on the market in the European Union and to simplify the authorisation process across the whole of the European Union. For this purpose, the Commission’s proposal for a regulation seeks to unify existing European legislation and to update it in the interest of both consumers and manufacturers.
It intends, therefore, to reform the current system by broadening its scope in order to include materials and articles treated with biocidal products, by introducing a European-wide authorisation for products known to be ‘low risk’, by reducing animal experiments, by bringing requirements in relation to data into alignment, by expanding the role of the European Chemicals Agency (ECHA), and by guaranteeing the uniform application of the regulation throughout the European Union."@en1
