lpv:translated text	". Mr President, Commissioner, mountain regions, islands and remote areas are a source of strength and wealth to Europe. European policy on these areas should focus on strengthening their positive aspects and mitigating their negative aspects, so that there is nowhere where European citizens feel that they are cut off from their fellow citizens and so that people have equal opportunities for prosperity everywhere in Europe. The gross domestic product of an area does not give a true reflection of this diversity. There are what appear to be rich islands and mountain regions with no productive base which are locked into service sectors on the brink of collapse and which are therefore in need of investment. In addition, averages for islands with different levels of growth fail, by default, to do justice to all of them. Other important factors, such as the labour market and the accessibility of an area, the increased cost of passenger and freight transport and the infrastructures and networks needed, are elements which need to be taken into account within a more global approach to the regions, both in terms of regional policy and in terms of the starting point for laying down broader criteria."@en1
