Natural and man-made disasters are becoming more and more frequent, which is why we must ensure that national measures are more effective and better coordinated, and that European measures are more flexible. As well as prevention, I want to point out again that since 2006, we have had a report by Mr Barnier on establishing a rapid reaction force for responding to natural disasters.
