"The Union must take responsibility for the miserable failure of the 2010 strategy in combating biodiversity loss. From now on, it is up to all decision makers not to repeat the same mistakes between now and 2020, and to go beyond declarations of intent and move on to action. That is why Parliament is calling, in particular, for the urgent implementation of three key measures: adopting an integrated approach in all sectoral policies (agriculture, fisheries, transport, industry, etc.); putting an end to violations of European environmental legislation by Member States; allocating 0.3% of GDP to measures for biodiversity protection. Parliament’s vote on this report is an excellent beginning. It remains for the Council and the Commission to take it up and to ensure without further ado that the deadlock on the Soil framework directive is broken, that there is adequate funding for the management of the Natura 2000 sites, and that bio-conditionality of State aid is implemented. Let us not hide the fact that there are still deadlocks due to the fact that the success of a strategy designed to stem biodiversity loss involves revisiting in depth our model of economic development."@en1
