"80% of the biodiversity of the French Republic is found in its overseas territories (the outermost regions and the OCTs). Forty-two per cent of the territory of Réunion Island has just been classified by UNESCO as a World Heritage site. These are all objective reasons for the need for the European Union to make a particular effort to protect biodiversity and for this real potential to be promoted in the outermost regions and OCTs. Now, the French outermost regions and the European OCTs are not eligible under the Natura 2000 and Life+ programmes. We need to remedy this shortcoming. That is why I proposed that there should be a specific budget line in the draft 2011 budget. This budget line will cover the setting up of a specific programme, called BEST, for the outermost regions and the OCTs, for the purpose of the protection and promotion of biodiversity. This programme had been promoted at the end of the Réunion conference and supported by the European Council under the French Presidency. It is time to make this initiative a concrete reality."@en1
