"Madam President, I was pleased to vote for this report and it shows that we are not forgetting the world’s poor, in spite of there being a recession. At the same time, I must say that I was in Africa as a voluntary worker several years ago; I used to buy a newspaper every day and was surprised by the number of articles criticising the NGOs. It was not that they were not doing good work, but that they were trying to get across their own culture, outlook and views about the world and impose them on local people. It is time for us to have a debate. As part of that debate, not only should we make contact with the governments of those countries but, more importantly, we should talk to local leaders, social organisations, ministers, priests and so on, and do good with the money that we spend in those poor countries."@en1
