"Madam President, we know that the existing Community system for civil aviation accident investigations is not as good as it might be. Over the last few years, there has been dramatic transport growth and expansion of the European Union, and there are better investigative methods. The aim of this regulation is therefore to respond to the situation that has arisen, and to ensure more effective accident prevention. The proposed regulation will make it possible to involve the EASA agency – which has existed since 2002 and is responsible for certifying aircraft – in the accident investigation process, to create a European network of civil aviation investigation bodies, and to propose changes to the character and scope of submitted investigation reports, including a requirement for lists of passengers on board aircraft involved in disasters to be made available. The text under discussion results from a compromise between Parliament and the Council. The Czech Republic has agreed to the compromise in the Council. The report is of a technical nature and will contribute to greater safety in aviation. I have therefore voted in favour of this report."@en1
