This states that a Commissioner can fully represent the Vice-President and speak on her behalf, including with regard to issues of mixed importance and in her capacity as chair of the Council of Foreign Ministers. I am assuming that this is what Mr De Gucht has done. This does mean that we are once again introducing the double-hatting arrangement on the part of the Council. I regard Mr De Gucht as the representative of Baroness Ashton in her full capacity."@en1
