"We have before us a great challenge, which fits in perfectly with the subject of the report. The challenge is to put the European Citizens’ Initiative – an instrument which gives people the ability to have a direct effect on the European agenda – into the hands of the citizens. In the ongoing debate on this subject, we are all talking about the necessity of simplifying this instrument as much as possible so that the citizens will really feel they have a genuine chance of putting their proposals into effect and that they do not get bogged down in the complexities of EU procedures. On the other hand, however, we do want to protect this instrument from abuse, and also to protect the European Commission from being excessively burdened. A tension exists, here, between the idea of maximum simplicity and the maintenance of certain standards, and our role in this is to find the right balance."@en1
