"Mr President, the proposed bill is in keeping with the broader strategy to de-legitimise the fight to defend human rights in Israel, by muzzling dissenting voices within the country and supplementing similar acts of intimidation, such as arrests at demonstrations against the war in Gaza, in the past. Last May, the Directorate General of External Relations found that the conditions of NGOs in Israel had deteriorated. However, since then, not once has the European Union publicly condemned the decisions on the proposed legislation, nor has it called publicly on Israel to respect the freedom of expression of its citizens. The European Union cannot declare allegiance to the rule of law and recognise the dangers and yet turn a blind eye when human rights are not respected. It must take a public stand by calling on Israel to withdraw the bill. At a time when NGOs being funded by the European Union are under attack and their financial support from the Community is being undermined, the European Union cannot continue to strengthen relations with Israel. It must set conditions for continuing trade and suspend the association agreement until such time as the state of Israel respects freedom of expression and partnership. Moreover, Israel must comply with Article 2 of the association agreement on human rights and withdraw the proposed bill."@en1
