"Mr President, I was the rapporteur of this Parliament for several years during which this House practically unanimously called for the conversion of the 1998 Code of Conduct into a binding Common Position, which was adopted in 2008. However, back then, we said that this was going to be a further, albeit not definitive, step; one that was necessary, but not enough, a fact which has become clear from today's debate. I would also remind the House that all European Union Member States are supporting the international treaty on the control of arms exports in the United Nations and that this is the key issue. Exporting arms is not like exporting refrigerators. It has very serious consequences because arms kill; they destroy and impoverish societies. The European Union is exactly contributing to this when it exports arms to Israel, when it exports arms to Colombia, when it exports arms to Afghanistan. It is by paying heed to this sense of responsibility that we should act. Consequently, I believe that it is necessary to remind the House that when dealing with this issue, it is not only a question of the internal market, of trade or security, but rather it is clearly one of international responsibility, and I am afraid that this is not what we are doing."@en1
