"I support the measure, which limits or moderates the suffering of animals that are being used for scientific purposes. Preference should be given to methods other than animal experiments for verifying the effects of new medicines and for scientific studies. However, this does not mean that we should allow human embryos to be used as an alternative method in the interests of protecting animals. I am sorry that the Council deleted just such a limiting clause for alternative methods from the draft adopted by the European Parliament at first reading. Decision making in these ethically sensitive areas falls within the competence of the Member States, and regulation at the national level varies enormously from country to country. In the Czech Republic, the use of embryonic stem cells for scientific purposes has been permitted by law since 2006, despite the fact that successful biomedical results have, on the contrary, been made possible by research using stem cells from foetal tissue and not from embryos. The fact that we have not voted on the draft directive of the Council for the second reading today in Strasbourg, or have not adopted any resolution, means that the Council’s draft will enter into effect after its publication in the Official Journal regardless of the position of the majority of MEPs."@en1
