"I applaud the European Union’s concern about the welfare of animals in general and of those used for scientific purposes in particular. However, in light of the European Union’s huge enlargement and the technical progress made, a new directive needed to be adopted which will attempt to standardise the practices involved in the treatment of animals. Animal protection and ensuring their proper treatment are a community value which has a unanimously approved protocol devoted to it. The EC directive from 1985 endeavoured to eliminate the discrepancies between Member States’ provisions laid down by law and administrative acts relating to the protection of animals used for experimental and other scientific purposes. However, the discrepancies between Member States have widened since the relevant directive was adopted, especially as the EU has accepted new members since then. The resolution adopted by Parliament will narrow the differences between the level of protection afforded animals used for scientific purposes in Member States at a time when we are all aware that this practice is a necessity for protecting the health of humans and animals, as well as for the environment. This resolution marks a step towards achieving the unanimous objective of doing away with experiments on live animals for scientific purposes in their entirety as soon as this becomes possible thanks to the discoveries which will be made."@en1
