"Mr President, our emergence from the financial crisis and the onset of the economic recovery that is characterising the European Union, albeit at varying speeds, are unfortunately occurring to the detriment of jobs and workers. This trend stands in stark contrast to the Commission’s programme, which this House has adopted, and the approach of the specific Europe 2020 programme, which foresees the need for economic growth to be necessarily accompanied by signs of inclusiveness. The integrated guidelines that we have adopted today are a highly positive step in that direction, including the seventh, which calls on the Member States of the Union to reduce structural unemployment by means of concrete actions. We must always bear in mind that work lies at the basis of entire legal codes, including Italy’s, Article 1 of which states that ‘Italy is a democratic Republic based on work’, and that work also lies at the basis of human dignity."@en1
