"Mr President, the debate on the new Europe 2020 employment guidelines is taking place in the midst of the economic crisis, which will undoubtedly have a profound impact on the labour market for several years to come. The current crisis has revealed the absence of any effective mechanisms for reacting promptly to the signs of a crisis. It shows, therefore, how necessary the coordination of the European Union’s economic policies is, provided it is strengthened and made effective. The crisis has also highlighted the close interdependence between the Member States’ economies in terms of markets and employment. I would argue, therefore, that the efforts made by the European Union and the Member States to attain the Europe 2020 targets require a strong commitment to ensuring that investments in sustainable economic growth also facilitate the creation of sustainable jobs. The strategy should prevent any further economic and social collapse through close coordination with structural and cohesion policy. Indeed, if we wish to ensure that these new policy guidelines are effective, appropriate consideration has to be given to ensuring that the socio-economic disparities between Member States and between the regions are overcome. The EU Structural Funds and Cohesion Fund of the current programming period and any future EU funding instruments have a crucial role to play in this regard."@en1
