"Mr President, animal welfare is a subject which the people of Europe feel very strongly about. Therefore, I am very pleased that our rapporteur, Mrs Jeggle, has succeeded during the course of long negotiations in bringing about a significant improvement in the welfare of experimental animals.
The aim of the new directive is to ensure that animal experiments are replaced and reduced to the absolute minimum that is necessary. These tests will only be permitted if there are no alternatives, but they will be subject to very strict regulations. This represents a good compromise between animal welfare and freedom of research. For the first time, we will have a high level of animal welfare throughout Europe. This is a major success. Now we have to make sure that all the Member States implement the new directive promptly."@en1
