"I welcome today’s debate on the Anti-Counterfeiting Trade Agreement. In my opinion, it is a step towards strengthening the position of the European Parliament as the institution which represents the citizens of the European Union. I would like to emphasise that the European Parliament is entitled to be informed and consulted by the Commission on the agreements it negotiates on the trade in services and the commercial aspects of intellectual property. Today’s debate gives substance to that right and will be, I hope, the norm for the Commission in the future, too. I would like to draw attention to the fact that the confidential nature of the Commission’s negotiations on the Anti-Counterfeiting Trade Agreement gave rise to a great deal of critical feeling among Internet users. This emotion could have been avoided if the Commission had been willing to inform us much more fully about its efforts in this matter from the beginning. In a written question which I have submitted to the Commission, I raise the matter of the relationship between the Anti-Counterfeiting Trade Agreement and European policy on the information society and its paralegal effects."@en1
