"Mr President, Mr Dalli, we are very much agreed that we need to provide the best healthcare for the citizens of Europe. This includes reliable medicines with as few side effects as possible and the latest modern treatment methods. Unfortunately, given the current state of scientific progress, we cannot do this without animal experiments.
Therefore, I see this report as a highly successful attempt to bring about a balance between animal welfare and human healthcare provision. The three Rs, replacement, reduction and refinement, are the basic requirements for actually achieving this, given that we have spoken so often today about human dignity, which for me also includes respect for animals.
We need advance authorisation, strict controls and effective inspection systems. Legislation on its own is not enough. We must remain vigilant and ensure that the contents of the reports are actually put into practice."@en1
