"Although it is generally positive and much needed, the creation of a European public sphere has slipped into public indifference and disinterest on the part of national public opinion, which does not seem to have gone along with the massive investment in information and disclosure made by the institutions, and is instead becoming worryingly distanced from the European project. As the rapporteur says, a similar public sphere of information will have to start from the ground up, from a genuine individual and public commitment to building the reality that we all share. Despite this belief, the resolution should be more concerned with strengthening the means with which to do this, rather than an effective understanding of what underlies the disaffection and disinterest on the part of the public."@en1
