"With only five years left to achieve the Millennium Development Goals by the agreed deadline of 2015, the Commission firmly believes that they are still achievable if all partners in the international community demonstrate strong political commitment, implement the necessary policies, and take concrete action based on lessons learned. Many developing countries have made considerable progress towards the achievement of the Goals and are likely to achieve them, but a number of countries could have difficulty in achieving them
The United Nations High-Level Plenary Meeting in September 2010 certainly represents a challenge, but the Commission aims not only for a confirmation of the commitments made in 2000, but also for a concrete and action-oriented outcome which will pave the way for the next five years and help reach the 2015 objectives.
The achievement of the Millennium Development Goals is, first and foremost, the responsibility of each country involved. As regards international support through Official Development Assistance, the European Union, as the world’s biggest donor, assumes leadership and sets an example for other partners. Based on the proposals made by the Commission, EU Member States have agreed on a set of ambitious and concrete actions and policies to be implemented between now and 2015. They constitute the EU’s common position in view of the UN summit and beyond, and confirm the EU’s firm commitment to supporting the achievement of MDGs globally by 2015.
The European Council conclusions of June 2010 reaffirm the EU’s commitment to achieve development aid targets, and EU Member States agreed to assess progress annually on the basis of the report by the Council. A follow-up to these actions will also be carried out annually by the Commission. At the UN summit in September, the EU can therefore strongly reiterate its commitment to the MDGs, not least to achieving the aid target of 0.7% of GNI for Development Assistance by 2015."@en1
