"The assistance granted by the EGF must be dynamic and adaptable to the ever-changing, often unexpected situations which arise on the market. The purpose of this fund is to offer specific, prompt aid to facilitate professional retraining for workers who have lost their jobs as a result of the severe economic upheaval on the labour market. I call on Member States to get social partners involved and promote dialogue with social partners and entrepreneurs right at the start when drafting applications for a contribution from the EGF. At the same time, I urge Member States to utilise this fund to promote new skills for making existing jobs green and creating new green jobs, as well as to encourage lifelong learning so as to enable workers to develop a personal career path and help boost the EU’s competitiveness in a globalised environment. I also support the operation of this fund after 2013 as an independent fund with its own budget. The Commission and Member States must work together closely to monitor effectively the support provided to multinational companies and to make a firm commitment to creating jobs supporting workers’ rights in order to discourage social dumping."@en1
