"The application of this fund has demonstrated that we were right when, in its first stage, we immediately criticised several aspects of its regulation, which we then took up again partially during the subsequent review that the Commission had to propose, acknowledging some of the criticisms that we had made of the original version. That is why we agree that the Commission should be asked to bring the submission of its mid-term evaluation forward to 30 June 2011 and to submit at the same time a proposal for the revision of the European Globalisation Adjustment Fund Regulation, in order to remedy the fund’s ‘clearest shortcomings’. However, as I said in my speech in the Chamber, it is essential not to forget the preventative measures that must be taken to prevent multinationals from relocating, combat unemployment and increase levels of employment with rights. It is also essential to ensure that this fund is not used to somehow provide cover for or facilitate redundancies motivated by company restructuring or the relocation of multinationals. Finally, we insist on the need to increase EU cofinancing from 65% to at least 80% in order to make the fund available to the Member States with the greatest financial difficulties, so that the unemployed in the greatest need are rapidly and effectively supported."@en1
