"I voted in favour of the Bové report, not only because it is on the right track and contains very important information, but also because it makes numerous important changes to the Commission’s very poor original text. The report promotes product diversity, the cultural heritage in agriculture, retail outlets and the facility for the direct sale of products by farmers and jobs and financing for small and medium-sized farms and cooperatives in ways that will guarantee food self-sufficiency and environmental protection. It stresses the need to safeguard a fair income for farmers and therefore calls on the Commission to take account of all budgetary proposals. The report presses for improvements to the legal framework for private quality labels so as to avoid their multiplication and in order to provide consumers with greater transparency and easier market access for producers.
The report also considers it necessary to prohibit selling below purchase price at Community level and urges the Commission to revise the criteria currently used to assess anti-competitive behaviour, because although the Herfindahl index may be useful in assessing the risks of monopoly, it is unable to get the true measure of anti-competitive practices of a collusive or oligopolistic nature, as are apparently occurring in large-scale retailing."@en1
