"EU cohesion policy plays a crucial role in developing the job potential of a sustainable economy, as it helps eliminate regional differences and boost the economy. From this perspective, the regional and local levels should make greater use of the European Structural Funds to take initiatives to create new, sustainable and lasting jobs. The European Regional Development Fund (ERDF) helps create regional clusters by bringing together research, innovation and infrastructure locally in the context of new technologies.
Regional and local authorities are the best positioned and most capable of creating the conditions necessary for the growth of these clusters, which can act as a decisive spur to local economic development and can create new jobs in the regions. SMEs also play a key role in promoting innovation in Europe. They should be encouraged to use the European Social Fund as a means of promoting entrepreneurial attitudes and skills.
However, the lack of coordination between EU, national and regional funding schemes is an obstacle to the achievement of these objectives. Hence, there is a need for better multilevel coordination to achieve more synergy between different common policies."@en1
