In the business world in particular, it is essential for certain data to be publicly accessible. In this respect, it makes sense to administer business registers at national and regional level – on the one hand so as to ensure legal certainty and, on the other, to comply with the principle of subsidiarity – but to make cross-border access to the data possible. Interoperability must be ensured, especially for companies working across borders, as a result of the transfer of a company’s registered office or a merger, for example. Administrative cooperation must not, under any circumstances, result in bureaucratic barriers, and problems relating to language and quality must also be considered. This should pave the way in this regard for the Services Directive. However, with regard to vocational prerequisites in particular, cross-border cooperation is not entirely satisfactory.
For example, in Austria, intensive training and examinations are required in order to work as a commercial tourist guide, but in other countries, this is not the case. The equivalences and checks promised for resolving this type of problem are very inadequate. In view of the high quality of vocational training in Austria, I have abstained from the vote."@en1
