"Madam President, security of energy supply is a very important part of the 2020 strategy. Indeed, without it, it is hard to see how any of the targets can be met.
Obviously, countries will be hoping to achieve the renewable targets as set out in this agenda, but even if they do, we will still be dependent on third country supplies. At the moment, most countries have unilateral arrangements. It is time to have a multilateral arrangement. This is facilitated under Article 194 of the Lisbon Treaty.
I would hope that we could reach a situation where, in the same way that we have a common agricultural policy and a common fisheries policy, we also have a common energy policy, especially in dealing with third countries – firstly to ensure security of supply, and secondly, to ensure that countries like Russia cannot exploit their advantage as they have done over the last year or two."@en1
