"Madam President, the international press has given us some encouraging news from the Basque Country. One of the protagonists of the armed conflict, ETA, has just taken a public initiative in favour of a political and peaceful solution. Its statement mentions an end to military action, which goes further than the simple ceasefire reported by the media, and it involves the introduction of international monitoring, in which the European Union must play a full part.
The European Union already made a decisive contribution to the implementation, then consolidation, of the 1998 peace process in Northern Ireland. In the Basque Country, too, the European Union must face up to its responsibilities, which are great, so that today’s renewed hope is not undermined by all the prejudices constantly brought to the fore by conservatives. The European Parliament must ensure that it seizes every possible opportunity to spread peace, at last, in the Basque Country, which is at the very heart of the European Union.
Madam President, I would stress once again that the Basque conflict is taking place at the very heart of the European Union. It is a dangerous blight on democracy, and the Union therefore has everything to gain from actively working towards a peaceful solution."@en1
