". Madam President, I would like to thank my fellow Members for their kind words. Commissioner De Gucht, as we have heard here today, the European Parliament is making its position very clear. As one fellow Member said, this is an historic moment that will set a precedent and this is an historic report that will set a precedent for future agreements. Parliament wants to reach an agreement at first reading and will do everything it can to achieve that. As one of my fellow Members said, this is a key moment for European industry, which needs the new incentives and new markets that this agreement is bound to bring. This is also, however, a delicate time for employment, and we need to guarantee employment in Europe. We also need to guarantee that this agreement does not damage European industry, and in order to do so, we need a strong safeguard clause such as the one adopted by the Committee on International Trade, which will probably be endorsed and strengthened by Parliament’s votes tomorrow. It is therefore now time for the Council and also the Commission to act. The Commission must continue to support us, and we appeal to both institutions to take responsibility. I want to stress that we will seek to reach an agreement at first reading, but we need to get moving. I believe that it is possible, and we await the proposals."@en1
