"I supported the Agreement between the EU and the USA on the processing and transfer of financial messaging data from the EU to the USA for purposes of the Terrorist Finance Tracking Program. Thanks to the considerable efforts of the rapporteur and the members of the LIBE Committee, the current text of the agreement contains considerable improvements on the previous version of the agreement. Of particular importance for the future of combating terrorism whilst protecting the fundamental rights of citizens to protection of their personal data is Article 2 pertaining to the drafting of a legal and technical framework for an EU data extraction capability. The Commission should carry out this task in an assiduous and timely fashion. The addition to the agreement of Article 2 has the potential to greatly reduce the quantity of bulk data sent for analysis beyond the EU’s borders. Articles 15 and 16 ensure that citizens have strengthened access to redress and increased transparency."@en1
