"Mr President, I have to say that I voted in favour of the Lyon report. On a few points I had what I might call national reservations, or I voted a bit differently. We have to realise that, although this proposal of Mr Lyon’s is an excellent and comprehensive one for agriculture and its reform in the European Union, the common agricultural policy is not in every respect directly suited to every situation – I speak as someone from a small nation, Finland, where the conditions for engaging in agriculture are very different from those the large Member States, such as France and Germany. That is why I introduced a few derogations when I voted. I hope that in future the European Parliament and the Union can pay greater attention too to the small-scale agriculture, the small countries and the agriculture practised there, because agriculture, in a way, is a national life assurance policy. Every Member State needs its own agriculture and has to ensure that it is preserved."@en1
