"( ) Mr President, the first EU–Brazil Summit, which was promoted by the Portuguese Presidency in 2007, filled an inexplicable gap. Brazil was the only BRIC country with which Europe had no strategic partnership. The strengthening of dialogue between the EU and Brazil makes perfect sense as it allows us to deepen cooperation in key areas such as energy security, sustainable development, biodiversity and climate change, etc. The size of Brazil's population and its economic development and political stability make it a key player on the international stage. Now that the 4th EU–Brazil Summit is about to take place, it is important to strike a balance between celebrating the progress achieved and examining how we can develop this partnership so that we can face common challenges and harmonise positions, with a view, for example, to the UN conference on climate change that will take place at the end of this year in Mexico. This summit is also an opportunity to advance negotiations with Mercosur in order to reach a conclusion on an association agreement and overcome the current differences."@en1
