"In 2005, the Commission initiated a review of the Integrated Pollution, Prevention and Control (IPPC) Directive, which resulted in a draft directive on industrial emissions. This seeks to revise and merge into a single directive the seven existing directives which deal with this matter. The IPPC Directive covers approximately 52 000 industrial plants, whose emissions represent a large proportion of the total air pollution in the EU. Under this directive, the relevant authorities of the Member States should take into account the Best Available Techniques reference documents when granting operating permits to industrial plants and when setting the emission limit values for certain plants.
Besides polluting the atmosphere, industrial activity also has a negative environmental impact on water and soil, and it produces waste. This means that for the purposes of licensing, it is essential to implement an integrated approach which takes into account the overall effect on the environment. I welcome the adoption of this report, particularly the restriction of exemptions for industrial operators."@en1
