"Deforestation occurs at a rate of approximately 13 million hectares per year, and is thought to be responsible for almost 20% of carbon emissions worldwide, as well as being one of the major causes of the loss in biodiversity. It is also responsible for serious human rights violations because, in many countries, forests have great cultural and social importance for indigenous people and those who are dependent on the forests. Illegal logging is a major cause of deforestation, since the volume of timber coming from illegal extraction is estimated at 350 to 650 million m per year, which represents 20-40% of global timber production. This leads to falling timber prices, deprives us of natural resources and tax revenues and exacerbates poverty among people who are dependent on forestry. As a large consumer of timber and timber products, the European Union has an obligation to take effective action against deforestation and illegal logging, which must undoubtedly include a ban on providing a market for illegal timber products. I would advocate the exclusion of small timber producers from the scope of this regulation as I believe that the obligation of due diligence is very burdensome."@en1
