"I, too, wish to thank the Commission for the statements which have been made. There is no production method which is 100% safe. There is always a certain degree of risk. However, the question is how big a risk do companies take in each case. Production costs can be astronomical, depending on the area’s geological features, which can make a company take on large risks to make sure they achieve a profit. It costs us much less to increase production safety measures than to look for solutions after the event. I believe that the legislation must be sufficiently stringent to prevent such accidents. We must also ensure that companies operating in European waters have the financial capacity to bear the costs of losses inflicted on the environment and society in a maximum risk scenario. I wish to join Mr Sonik in asking the Commission to consider creating an emergency fund so that we can ensure that losses will be covered, including when the costs exceed the polluter’s financial capacity."@en1
