"Madam President, Commissioners, Mr Magnette, there can be no doubt that the catastrophe in the Gulf of Mexico has raised awareness of these types of situations, while exposing the need to analyse them in depth and to take measures to prevent or counteract them. These things also occur in Europe. They have occurred. I am a national of a country, Spain, where not many years ago, we had a problem – in the north of the country – with spillages of this type due to problems with transportation, in this case, a problem with tankers. When we find ourselves faced with a situation of this type, the risk is to act emotively and without thinking all that much, and therefore without any balance in decision making, which may have undesirable consequences. I believe that what the Commissioners explained to us, the ten points that Commissioner Oettinger set out, is a very important and interesting approximation of the problem, and that it is along the right lines. There is a need to act forcefully with regard to civil responsibility and partnership, arrive at joint positions with the International Maritime Organisation, harmonise the legislation of Member States better, etc., but this needs to be done in such a way that the actions we take do not have any undesirable consequences. What needs to be done therefore needs to be assessed very well, including economically, together with its impact."@en1
