lpv:spoken text	"Mr President, the High Representative is supposed to receive a mandate from the Council which contains the representatives of Member States. However, we have heard today from the rapporteurs that ‘the foreign policy must not be subject to renationalisation’ and ‘it will break the red lines laid down by Member States’. Lastly, ‘foreign policy must be free from Member States’ interference’. The Council is supposed to provide the High Representative with a mandate but its members must not interfere. The discussions in AFCO have made it quite clear that the institution to which the European External Action Service will be closest will be the Commission, of which, of course, the High Representative is also Vice-President. When the Constitutional Treaty was replaced by the Lisbon Treaty, the British Government took the initiative to disguise the EU Foreign Minister as the innocuous sounding High Representative. Why? Firstly, to avoid a referendum and, secondly, to deny the fact that a continent-wide superstate was being created."@en1
