"Mrs Ashton, it is a great day, today, before tomorrow’s vote on a very important document, which will create the basis for operation of the European External Action Service. We would like it to be a European diplomacy. It is the Treaty of Lisbon that has given us this opportunity.
However, I must say that this process, the process of creating the service, has given rise to certain fears. The first concerns the transfer of competences to you, Mrs Ashton, by prominent countries. It is important that the most prominent countries of the European Union should not keep foreign policy exclusively for themselves, as they are doing today, so that you will be able to carry out your work with a mandate from all of us. This will enable you to be effective.
The second matter is that of representativeness. This requirement, that the service be representative and that it be properly represented geographically, is extremely important, and I would very much like it to be guaranteed in your work as head of the service."@en1
