"In the White Paper on Food Safety, the Commission announced its intention to examine the application of novel food legislation and to make the necessary adaptations to the existing legislation. The Commission proposal on novel food products of 14 January 2008 aims to regulate the placing on the market of novel foods and foods from third countries. Furthermore, it lays down rules for authorisation, supervision and labelling of novel foods.
On 25 March 2009 Parliament adopted, at first reading, a legislative resolution amending that proposal. In order to ensure a high level of protection of human life and health, animal welfare and the environment, Parliament voted to exclude foods obtained from cloned animals and their offspring. The Council’s first reading position on novel foods was adopted on 15 March 2010.
However, the Council failed to take into account some of Parliament’s points at first reading; fundamental amendments were not given due consideration by the Council. I believe it is necessary, at second reading, to respect as much as possible Parliament’s first reading position, considering that that position was adopted by a large majority."@en1
