lpv:translated text	"Industrial activity requires a high level of environmental protection. This is particularly true for the prevention of air and water pollution, but also for biodiversity. At the moment, the European rules on industrial environmental protection are too fragmented and do not yet achieve the desired degree of usage of best available techniques to raise the level of environmental protection. As a result of this, it is of particular concern that we make utilisation of the best available techniques the rule rather than the exception. The main strategy emerging as a result is to combat environmental pollution at source. With the recast and the renewed discussion of these rules, important steps have been taken towards restricting the possibilities for exemption and reducing bureaucracy, which is particularly relevant for SMEs. Apart from this, the Commission has the task of regularly checking whether further Europe-wide uniform requirements are needed for individual activities and plants, and reporting on this to the Council and to Parliament. It is also requested to support and monitor the Member States in implementing the measures. In this regard, cooperation with European confederations of industry, SMEs and NGOs plays an important role. The second implementation report in 2019 will show whether the application of best available techniques in the EU has really become the rule, in order to ensure a high degree of environmental protection in the industrial sector."@en1
