"It is clearly very important to press for reductions in emissions of hazardous substances by industry. This process is very important. On the other hand, we should not follow a purely bureaucratic line, because it might be the case that, through the influence of the economy and pressure for different solutions, we might achieve quite the opposite. Companies might close and the costs for solving the resulting problems will be much higher than if we really tried to find the best solution. Nor am I convinced that it is possible to pressurise companies only to seek out and use the best technologies, but I see it as an important mechanism for seeking out the best solution and for really reducing emissions. I speak here as a man who was, for 16 years, a mayor and governor of a very complex industrial region, where it was often necessary to make very difficult choices through negotiation."@en1
