"The European Union is facing a major financial, economic and social crisis. To beat this crisis, efforts need to be stepped up in terms of investing in skills, vocational training and in creating sustainable jobs. Against this background, atypical contracts have tangibly increased, with the hardest impact on young workers aged between 19 and 29 or the over-50s, women and low skilled workers. In terms of quality of work, these workers are faced with a low level of job security, no structured career plan, fewer opportunities for training and career development, as well as greater difficulties in balancing work and family life. Consequently, protection must be extended to workers employed under these atypical contracts, measures taken against undeclared work and a smooth transition ensured between different employment situations and unemployment. Any form of employment must be accompanied by a set of rights which include: equal treatment, protection of workers’ health and safety, access to training, collective bargaining and the freedom of association and representation."@en1
