"Today, more than 20% of young people in Europe are unemployed, and many others are in casual jobs without social protection. The increase in the number of training courses casualises active young people and is a vector for social dumping affecting other employees, in that it puts pressure on companies to lower salaries and replaces normal jobs. The Turunen report asks the Commission and the Member States to organise their activities so that young people’s access to high quality training courses and jobs becomes a priority, and in order to guarantee them a decent income. It is unacceptable that some Member States are planning a lower minimum wage for young people. In this report, Parliament also calls for the introduction of a ‘European guarantee for youth’, which would give each young person in the EU the right to be offered a job, an apprenticeship, a supplementary training course or a job combined with a training course if that young person has been unemployed for four months. It also calls for the development of a ‘European Quality Charter on Traineeships’, which would include norms on time limits, minimum allowances and course-related social security benefits."@en1
